Cigna preventive care, answered

Does Cigna's HDHP cover preventive care before I meet the deductible?

Yes. Even on an HDHP, ACA-mandated preventive services are covered at 100% in-network — they do not count against your deductible.

Does LocalPlus have the same preventive coverage as Open Access Plus?

Yes — same ACA preventive care benefits. The difference is the network: LocalPlus uses a smaller regional network with lower premiums, but if you go out-of-network even for preventive care it generally won't be covered.
